The regulatory position
The SEC has repeatedly warned against unregistered investment solicitation and maintains an advisories list. Nothing prohibits an individual from opening an account abroad, but the counterparty sits outside Philippine jurisdiction, which is the part that matters when a withdrawal stalls.
