There is no single answer, and the honest summary is uncomfortable: binary options as a regulated retail product barely exist any more. Three of the largest retail markets prohibited them within three years of each other — the EU in 2018, the UK in 2019, Australia in 2021 — and the rest of the map splits into a small licensed remainder and a large unsupervised grey zone.
Three groups, and the difference between them matters:
- Licensed and supervised. Japan, and the United States on a designated exchange. Small, strictly bounded, and the rules change the product beyond recognition.
- Not prohibited, not supervised. Much of Africa, Southeast Asia and the Gulf. Legal to trade, but no licence exists to hold anyone to.
- Prohibited. The EEA, UK, Australia, Canada, Israel, and — despite carrying enormous traffic — Brazil and India.

Reading a national ban correctly
Almost every prohibition binds the provider, not the individual. A retail client in Germany or the UK is not committing an offence by holding an account; no authorised firm may serve them. That distinction is why offshore platforms still accept clients from banned markets, and why doing so leaves you with no complaints procedure, no compensation scheme and no supervisor to escalate to.
